North St. Paul council closes public hearing and approves three assessment resolutions

The North St. Paul City Council closed a public hearing on special assessments for delinquent utility and related bills and approved three assessment resolutions to allow staff to certify any remaining unpaid amounts to the Ramsey County auditor.
City staff told the council that notice letters had been sent to affected property owners and that some accounts had been paid since the council authorized a hearing 30 days earlier. Staff said property owners have until Nov. 21 to pay outstanding balances; any unpaid amounts after that date would be certified to Ramsey County.
With no members of the public present for the hearing, the council proceeded to adopt the three assessment resolutions — covering Maplewood properties, North St. Paul properties built by the city of Oakdale, and other North St. Paul properties — by motion, second and voice vote. The resolutions authorize city staff and the city manager to certify remaining unpaid assessments and associated interest to the county auditor for collection.
The council did not record a roll-call tally in the public transcript; motions passed on voice votes.
