Middleton council sworn in new members; Lisa Heinairo sworn as mayor, Nelson elected council president

The Middleton Common Council held a swearing-in ceremony and leadership elections following its April 21, 2026, meeting, installing Lisa Heinairo as mayor and seating newly elected alderpersons.
At the conclusion of the council’s business, the meeting was adjourned sine die and the clerk administered the oath of office to newly elected alderpersons Kim Madden, Christopher Baines, Mark Opitz and Randall Clark and to Mayor-elect Lisa Heinairo, who repeated the standard oath for municipal office. After the ceremony, council members posed for photographs and the mayor declared the new council duly convened.
Council members then held internal elections. Alder Katie Nelson was nominated and elected council president; Nelson told colleagues she would book Committee of the Whole dates for the year and work to improve communication with residents. "I humbly accept that nomination," Nelson said after being nominated. Randall Crow was elected president pro tem and John Schaffer was chosen as the council’s Plan Commission representative.
The council also confirmed the mayor’s recommended committee appointments and approved four citizen appointments to the Library Board: Stephanie Moritz, Marta Becktel, Lindsey Mindlin and Rashida Kamal. Aaron Summers was appointed to the Plan Commission in a separate vote.
The ceremonial swearing-in and leadership votes mark the transition to the incoming mayor and the newly configured council; the body indicated priorities including committee scheduling and continued attention to community projects such as the community campus.
