Council adopts film-ready ordinance to streamline permitting for productions

The Tinton Falls Borough Council on April 21 adopted Ordinance 2026-1545, amending chapter 5 of the borough code to confirm Tinton Falls as a "film-ready" community under the model format recommended by the New Jersey Film and Television Commission.

Attorney Mr. Starky explained the ordinance during the public hearing: the model ordinance "makes it simple, easy for production companies to come into town," with pre-established permit timelines, fees and lists of local services that a production may need. He said the ordinance mirrors the commission's template so the borough can appear on the commission's list of film-ready municipalities.

During the hearing residents asked how the status affects filming on private property and whether the ordinance changes zoning. Mr. Starky said homes can be used for one-day shoots under normal permitting and that the ordinance does not alter zoning to permit otherwise disallowed uses. "It's sort of packaged together so they can come in," he said, describing administrative streamlining rather than land-use changes.

Council members supported adoption, noting potential cultural and economic benefits tied to the borough's historical sites and anniversary programming. The ordinance passed by unanimous roll call.

Implementation steps include publishing the adopted ordinance and updating permit guidance so productions and residents have clear timelines and fee schedules.
