Trust debates timing for housing production plan as MCI master plan advances

Keith Bergman and other trustees argued the MCI process is moving quickly and that the trust needs up-to-date housing targets to influence the master plan. Staff reported an RFP for an HPP update is scheduled to be released in July with consultant work beginning in the fall; trustees said that timeline may not produce timely inputs for MCI.
Trustees discussed three options: (1) ask the current MCI consultant to expand scope via a change order, (2) produce a short interim update (a 3'5 page memo) that identifies immediate strategies and targets, or (3) form a volunteer steering committee drawn from housing round-table members to prepare interim guidance while staff capacity is limited. Public engagement milestones were noted: a public kickoff on May 5 (5'7 p.m., Goodwin Forum) and additional outreach in early June. Multiple members emphasized obtaining a unit target from EOHLC/DAM to ground policy choices; the trust has an internal goal of producing roughly 200 restricted units to reach a 10% restricted housing stock target.
The board did not take a formal vote but directed staff and the round-table groups to coordinate a short-term plan of action and report back.
