Granbury awards $498,556 roofing contract to PMR Roofing, approves airport budget amendment

The Granbury City Council on April 21, 2026 rejected all proposals submitted in response to RFP 25-26-10 for roof repairs stemming from a March 8, 2025 hail event and approved awarding the work under a TIPS contract to PMR Roofing in an amount not to exceed $498,555.92.
City staff explained that TMLIRP, the city’s insurance carrier, originally offered to direct-pay repairs using an existing TIPS contract. City staff opened a competitive process to allow local contractors to bid; the low proposal from the competitive process matched the TIPS contractor but ultimately staff concluded the original TIPS contract provided the best pricing and fastest path to repairs.
Mr. Ross said the decision would let the city proceed quickly to make repairs at multiple facilities, including buildings on the town square. Staff also requested a separate budget amendment — Ordinance 26-27 — to add $135,200 to the FY2025–2026 operating budget from the airport fund balance to cover roof renovation at 400 Howard Clemmons Road (airport property). Council approved both actions on voice votes; the roofing award and the ordinance passed 5–0 with one member absent.
Staff said insurance proceeds will fund the bulk of the repairs, and completing multiple roof projects simultaneously would produce efficiencies. Work on the airport hangar and adjacent FBO building was added to the scope at staff recommendation to address tenant interest and existing leaks.
