The East Grand Forks City Council on Nov. 18 adopted a set of routine resolutions and approvals including a microloan revolving‑loan policy, an intent‑to‑reimburse resolution tied to future bond proceeds, the hiring of a public‑works truck driver and authorization of accounts‑payable and payroll disbursements.
Resolution No. 25‑11‑84, approved by roll call, establishes a policy and standard operating procedure for a microloan revolving‑loan fund to be administered by the Economic Development Authority and governs use of discretionary loan funds. Council Member Dale Helms moved the resolution and a second was recorded; the motion passed by roll call.
Council also adopted Resolution No. 25‑11‑85 declaring the city’s official intent to reimburse certain expenditures from the proceeds of bonds to be issued in the future. The motion passed on a recorded roll call.
On personnel, the council adopted Resolution No. 25‑11‑86 hiring Barry Nelson as a truck driver in the Public Works Department; the minutes record an hourly rate as read during the meeting. Council Member Dale Helms asked whether Nelson was a local resident; staff and the mayor confirmed he lives on the east side of East Grand Forks.
The council approved a small procurement payment of $134 to Border States Trophy; minutes note that Council Member Riapel had a personal financial interest and recorded an abstention on that vote. The council also authorized distribution of accounts‑payable invoices totaling $465,697.79 and approved payroll for Nov. 14, 2025 as recorded in the meeting minutes.
Mayor Mark Olstead used council reports to remind members of Northland’s ribbon cutting Thursday at 2 p.m. for new learning labs. City Administrator Hutton updated the council that the Planning & Zoning Commission confirmed that a locally known parcel (referenced in the minutes as the "Simplop" parcel) complies with the adopted 2050 land‑use plan and that due diligence and closing remain on schedule for December. Hutton also reported the city received more than 20 applications for the city clerk role and staff will vet those candidates for civil‑service interviews.
Most motions were adopted on unanimous roll calls; the procurement item recorded one abstention. No contested public hearings or extended debate occurred on these items.
