Oakdale Joint Unified trustees on April 13 ratified a package of labor agreements that raise pay across certificated, classified, expanded‑learning and administrative/confidential employees, district staff told the board.
Jose Sanchez, the district’s lead presenter on bargaining matters, told trustees the certificated tentative agreement with the Oakdale Teachers Association includes a 3% salary increase and an increase to health and welfare contributions; he gave the fiscal impact as $1,475,398 annually and said the agreement is retroactive to July 1, 2025. Sanchez said the classified tentative agreement with CSEA, Chapter 830, includes a 4% salary increase and will cost the general fund about $508,578 annually.
The board also approved a 4% increase to expanded‑learning program (ELP) salary schedules (cost to 2025–26: $35,895, funded by the Expanded Learning Opportunities Grant) and a 4% total compensation increase for administrative and confidential staff (estimated ongoing cost: $248,425). Taken together, the four actions amount to approximately $2,268,296 in ongoing annual costs, the district presented.
Why it matters: the increases change ongoing payroll commitments and were certified by the superintendent and chief business official under the relevant government‑code certification requirements cited in the presentations. Trustees and staff described the agreements as the result of multi‑party negotiations and member ratifications.
Details and votes: Sanchez reviewed the terms and fiscal certifications for each memorandum of understanding; trustees moved, seconded and approved the ratifications by voice vote. Earlier, the board adopted the consent calendar by roll call (Trustee Gilbert — aye; Student board member Olvera — aye; Trustee Taylor — aye; Board president Skinner — aye). No recorded ‘no’ votes were announced during the labor‑agreement motions.
Board discussion: during debate on the administrative/confidential increase a trustee raised concerns that current salary structures leave too little pay differential between long‑service certificated staff (teachers, counselors, SLPs) and site/district administrators, and urged a review of salary steps and spreads so administration remains a viable career path. That concern was discussed but the board approved the 4% package as presented.
What’s next: the increases were made retroactive to July 1, 2025 where specified; district staff said they have certified the fiscal impact and will implement the revised salary schedules. The board did not amend the agreements and moved other compensation items (board member compensation) to a future meeting for additional consideration.
