Katy City Council certifies May 2 election, swears in three new members

The Katy City Council on May 13 unanimously adopted an ordinance canvassing the May 2 regular municipal election and administered oaths of office to three newly elected members.
Clerk Becky McGrew presented the returns before the council, reporting that Johnston Dietz received 321 ballots (61.85%) to JR Richardson’s 198 (38.15%) in Ward A; Michael Mills received 431 ballots (55.19%) to Lynn Hunter Sullivan’s 263 (33.67%) in Ward B; and Paul Follis received 1,040 ballots (80.37%) to AJ Bailey’s 254 (19.63%) in the at-large race. Those totals led into consideration of Agenda Item 4b, “An ordinance canvassing and declaring the results of the regular city officers’ election.”
Mayor Pro Tem Chris Harris moved to adopt the ordinance; Council Member Gina Hicks seconded. The council called the question and members answered “Aye.” Mayor Dusty Thiel declared the motion carried and the mayor issued certificates of election for the winners.
Judge Brashear then administered the oath of office. After taking the oath, Johnston Dietz, identified as the council member for Ward A, thanked supporters and said he would focus on “practical leadership, accountability and doing what’s right for the community,” adding, “I’m ready to get to work and to turn your trust into results.”
Michael Mills, sworn in as Ward B council member, said he was “honored, humbled, and grateful for the chance to serve the residents of Katy.” Paul Follis, sworn as the at-large council member, asked residents who did not vote for him to “give me a chance to show that you have a voice on council in me.”
The session also included formal recognition of outgoing council members. Council Member Rory Robertson, whose service the mayor described as a six-year tenure marked by civic engagement, highlighted the council’s flood mitigation work, saying the body had approved “more flood mitigation projects than any other point in the city’s history.” Several colleagues offered thanks and presented certificates and photos.
With the certificates issued and the oaths administered, the council moved to adjourn. The motion to adjourn was made by Council Member at-large Paul Follis and seconded by Council Member Gina Hicks; the council voted in favor and adjourned at 6:38 p.m.
The adoption of the canvass ordinance and the swearing-in were the formal outcomes of the special session; the council did not take additional substantive legislative action during the meeting.
