Harrison County adopts 2023 road construction plan, schedules nearly 70 miles of work

Road and Bridge representative David Davis presented the county's 2023 road construction plan and told the court the program calls for a combined total of about 69.85 miles of work this year.
Davis said county crews are scheduled to complete 16.604 miles, Rescue America plan projects total 14.375 miles, and the county's chip-seal program accounts for roughly 38.871 miles. "So the total for the 2023 construction will be 69.85 miles," Davis said. He added the Rescue America contractor costs are estimated at $3,311,528.04.
Commissioners had no substantive questions; the court moved, seconded and adopted the 2023 road construction plan on a unanimous 5-0 vote. Purchasing staff also presented bid specifications for several road materials (corrugated steel pipe, plant-mixed asphalt, refined road oil and corrugated polyethylene pipe) and authorized publication of notices to bidders.
Judge noted weather and other contingencies could affect final mileage and schedules, and Davis said crews had been occupied with storm debris and flood cleanup in recent weeks. The court ratified a previously approved bid for countywide seal-coat work to ensure summer scheduling and approved several other routine procurement items by unanimous votes.
The court did not appropriate additional emergency funds during the meeting; as presented, the construction plan and the procurement steps were approved to allow bidding and contracting to proceed.
