The Brookings City Council authorized the city manager to execute a management agreement with South Coast Community Aquatics (SECA) to operate the Brookings municipal pool during the 2026 season for $150,000.
SECA representative Val told the council the organization ran a six-month season last year (May–October), secured roughly $55,000 in grant funding and about $16,000 in community donations, and drew $100,000 from the city to support operations. Val said SECA is actively applying to several foundations this season and has launched programming improvements—online lesson signups, a lap‑swim fundraising challenge and marketing discounts—to increase earned revenue and lesson participation.
Councilors asked how SECA accounts for city revenue versus the nonprofit’s fiscal year and how grant proceeds are allocated between organizational and programmatic expenses; Val explained grantors require separation (operational versus infrastructure) and that the SECA 501(c)(3) arm applies for most grants. Councilors thanked SECA for recruiting lifeguards (nine certified so far) and for volunteer and fundraising efforts. The motion to authorize the extension passed unanimously.
The council recorded the extension amount and noted the contract includes the option to request additional funds if uncontrollable costs require them.
