Commission backs roads staffing, stormwater design and county CIB priorities; some projects postponed for finance review

Roads staffing: Cody McKinney, roads supervisor, requested approval to backfill two road labor positions that have been vacant in 2026. He told commissioners the positions were budgeted in the adopted 2026 budget and the motion to backfill was seconded and approved. "We are here this evening to request the backfill of two road labor positions," McKinney said.
Stormwater design: Commissioners approved a task order with Jones & DeMille for an initial design and assessment of the lower Boulder Avenue storm drain from Highway 191 to Pack Creek at a fiscal impact of $28,020. Staff framed the work as a phased approach that could be bid in pieces to create an outlet into Pack Creek sooner rather than pursuing a full‑scale project at once. The motion to approve the task order passed 7–0.
Spanish Valley pathway and related projects: staff and commissioners discussed shifting a UDOT TAP grant commitment and county funds to help finance the Spanish Trail Drive multi‑use pathway, Jackson Street sidewalk and shoulder widening projects while preserving stormwater mitigation reserves. The commission agreed to postpone final funding decisions to the May 5 meeting so staff could provide firm cost figures and funding options.
CIB priority list: the commission approved the 2026–2027 CIB county priority list of nine projects (including Spanish Valley pathway, solid waste transfer station expansion, Canyonlands Airport utilities, Moab area partnership for seniors and other items) and will submit the county’s ranked priorities as part of the CIB process; vote was unanimous.
What happens next: staff will return on May 5 with consolidated funding scenarios for the pathway, Jackson Street and related options; Jones & DeMille will proceed with the approved design task order and roads staffing will be filled per HR process.
