The Grand County Commission voted unanimously on April 21 to award the concrete contract for the Old Spanish Trail playground and pickleball project to the low bidder, Crown Point Construction (Pronghorn) at $76,610.
Old Spanish Trail director Angela Hook presented bid results and told commissioners the project received four bids; the low bid from a non‑local contractor was $76,610 while the local contractor Harrison bid $83,815. "The non‑local came in at $76,610 and the local contractor came in at $83,815," Hook said. Staff noted a local‑preference policy applies only to bids under $50,000; because this contract exceeds that threshold, procurement rules point to the low bidder.
Commissioner Jacque Chandler moved to award the contract to the low bidder, and commissioners discussed the county’s preference for local contractors while acknowledging the budgetary effect. "I do still prefer that we still look towards local contractors," Commissioner Mike McCurdy said, but he supported awarding to the low bidder for this project.
The motion passed 7–0. Staff will proceed to finalize the contract and return any required implementation reporting to the commission.
