Franklin commission approves truck purchase, reappointments and personnel actions; forwards zoning text amendment

The Franklin City Commission approved several administrative and personnel actions during its Aug. 25, 2025 meeting, including a vehicle purchase that exceeded the budget, a board reappointment, a short‑term intern hire and the acceptance of a police resignation. The commission also voted to forward a zoning text amendment to Planning & Zoning for a public hearing.
Daryl Maury presented the lone bid for the city’s water distribution large‑truck procurement (bid 2026‑03): Hunt Ford submitted pricing for a 2025 F‑350 chassis and service body with a total price of $93,529 against a budgeted $83,000. Maury told commissioners the overrun stemmed from the specified service body and toolboxes; staff recommended using the utilities capital contingency and addressing the difference in a future budget amendment. The commission voted to award the bid and authorized the mayor to sign related documents.
The commission also reappointed Jennifer Delk to the Franklin Simpson Ambulance Board for a two‑year term through Dec. 31, 2026, and approved hiring Carter Parnell as a GIS intern at up to 20 hours per week and no more than $10,000 in total compensation. Separately, the commission accepted the resignation of Officer Megan Harper from the Franklin Police Department.
On zoning policy, Scott Crabtree presented a proposed text amendment to add definitions and allow "advanced technology centers," "data centers" and "power generation" in the I2 district. The commission voted to forward the text amendment to Planning & Zoning for a hearing; the motion carried with one no vote from Commissioner Bush.
Most motions were moved and seconded on the record and carried; some votes were by roll call, others by voice. Where roll-call votes were recorded, the minutes reflect the recorded responses. The commission asked staff to proceed with administrative follow‑up, including posting ordinance texts and providing copies to Planning & Zoning as appropriate.
