Property owner complains of flooding from nearby solar project; commissioners hear community resource concerns

At 10:00 a.m. property owner Jesse Hopkins met with the commissioners to complain that a solar project near his Highway 18 property has caused flooding he said did not occur in the 11 years he has lived there. Hopkins provided photographs and asked the county to review the effects of the project.
Commissioners and staff heard public-comment–style remarks and several participants emphasized gaps in community-resource outreach. One participant noted that resource lists and Compass (a local resource hub referenced in the meeting) must be routed to the right contacts and that community events such as Old Glory Days offer opportunities to present resources in person.
On a separate procedural item, commissioners heard paperwork from a presenter identified as Darren regarding a lease and original insurance policy for Project Home. After staff confirmed they could write a reimbursement check to Project Home and that a paper trail would be retained, the board moved and seconded a reimbursement of $735 for Project Home’s insurance; the motion passed by voice vote.
The meeting also included an Extension office update: Daniel Wilson, Cambry Peterson (introduced as new extension employee), Elaine Anderson and Michelle Probst attended and provided an update on Extension operations.
Next steps: staff will log and follow up on the property owner’s documentation concerning the solar project flooding claim and retain reimbursement paperwork for Project Home as requested.
