The request came from Deiet Bailey, who said volunteers and local groups will staff the event and that the American Legion and the Eagles Club have each donated $500. Organizers said they will apply for up to $1,500 from the Phelps County Visitors Committee; that grant requires matching advertising spend. "We're planning a freewill donation barbecue. We want music, games, socializing," Bailey said, and asked the city to help with street closures and moving picnic tables.
