Reno County approves intent to grant sales-tax exemption for Salt Lick resort project

The Reno County Commission on April 22 unanimously approved a resolution of intent to issue industrial revenue bonds that will allow Salt Lick LLC to pursue sales-tax exemptions on construction materials for a proposed golf and hunting resort.
The resolution authorizes the county to begin the IRB process, a legal step county staff said is needed so contractors can obtain a project-exemption certificate from the Kansas Department of Revenue to buy long-lead construction items. County counsel and staff repeatedly distinguished the procedural IRB step from the later financing decisions tied to STAR bonds, saying the county will not assume the developer's debt.
Commission discussion focused on trade-offs: several commissioners asked for a cost–benefit analysis showing expected jobs, new tax base and the timing of any property-tax abatement. A county economic development representative said the Kansas Department of Commerce uses Impact Data Source to model scenarios and offered to run analyses showing outcomes for different abatement levels.
Supporters said the property is presently undeveloped and that incentives could spur investment and spin-off local spending once the project is operational. Critics pointed to the delay in fiscal returns while abatement is in place and asked for clear projections before finalizing abatement terms.
The motion to approve the intent resolution passed on a roll-call vote with Commissioners Parks, Vincent, Winger, Bogner and Hurst recorded as voting yes. No commissioner voted against or abstained; the resolution was recorded as approved 5–0.
Next steps identified by staff include preparing formal IRB documents, running the recommended economic-impact scenarios for different abatement structures and scheduling subsequent hearings required for STAR-bond consideration and any later property-tax abatement negotiation.
