Franklin commission ratifies engineer review after dam inspection rates structure 'poor'

The Franklin City Commission voted to ratify the mayor's signature on a task order to retain Commonwealth Engineers, Inc. to review a Division of Water inspection report that rated the dam at the West Fort/Drakes Creek pump house in "poor" condition.
Johnny (staff) summarized the Division of Water inspection from Aug. 19, 2025 and said the report listed four directives with a compliance due date of Aug. 19, 2026. Johnny told commissioners the dam is 21 years old and that three engineering firms were solicited; Commonwealth Engineers provided the lowest quote and staff asked the commission to ratify the mayor’s signature on the services agreement and task order.
Commissioners discussed maintenance concerns, vegetation and debris removal, possible dredging of the reservoir and whether the Army Corps of Engineers would need to be involved for dredging. Johnny said divers will be used to clean the intake and staff expects the engineering review to provide both short- and long-term recommendations. One commissioner asked whether the $12,000 figure was an estimate; staff said that was the lump-sum price quoted.
Commissioner Powell moved to ratify the agreement and Commissioner Stewart seconded; the motion passed unanimously. Staff will move forward with the engineering review and return recommendations to the commission as they become available.
