Council approves Baxter Village golf-cart ordinance on second reading after countywide amendment fails 6–1

A council member proposed an amendment to apply the ordinance across all unincorporated areas; supporters said a countywide rule would create uniformity and ease enforcement. The interim county attorney advised that expanding the ordinance's geographic scope beyond the area noticed for the public hearing would require, at minimum, another public hearing and likely committee consideration.
Members debating public safety concerns highlighted a recent tragic local crash and said they were reluctant to expand golf-cart privileges beyond carefully planned developments. Others argued Baxter's planned-development overlay and concentrated commercial-residential layout made a Baxter-specific allowance reasonable and enforceable. Council also noted the sheriff had raised concerns about enforcement if the ordinance were expanded countywide.
Council voted first on the amendment; it failed by voice tally 6 to 1. The council then approved second reading of the Baxter Village–limited ordinance; the main motion carried 5 to 2.
The ordinance text before council would amend Chapter 70 by adding a new section (70.11) to permit golf-cart operation on county roadways within Baxter Village subject to lighting, equipment and other conditions already described in the ordinance language. Legal staff recommended any effort to broaden the map attached to the ordinance be processed through committee and public hearing to ensure legally sufficient notice and opportunity for comment.
Next steps: This was second reading; several council members requested additional input from the sheriff prior to third reading and acknowledged that other developments could seek similar treatment through the committee process.
