Staff recommended approval, noting two prior CUPs had been issued at the property (a 2008 CUP for a church and a 2021 CUP for an adult daycare), but that this is the first CUP for this specific suite.
Commissioners expressed support for the use. One commissioner described adult daycare as a much‑needed community service and another suggested staff consider whether rezoning the shopping center to general business would reduce the need for repeated CUP requests when tenants change. Staff said the proposed CUP met approval criteria and recommended forwarding the item to city council; the commission approved it 6–0.
The owner/applicant is listed in the record; staff said 15 public‑notice letters were mailed to property owners within 200 feet and a sign was posted on site. The item will proceed to city council as part of the regular docket.
