Franklin Park council approves code updates, grants participation and routine financials

Franklin Park Borough Council voted April 15 to enact a pair of code-adoption ordinances, authorize municipal payments and donations, reduce a subdivision bond and approve routine personnel and contract actions.
The council approved Ordinance 695-2026 to amend Chapter 159 and adopt the 2021 edition of the International Property Maintenance Code and Ordinance 696-2026 to amend Chapter 122 and adopt the 2021 International Fire Code. Both ordinances were advertised for action and passed by voice vote.
Council also adopted Resolution 1418-2026 to authorize participation in the Allegheny County Community Development Block Grant (CDBG) and HOME Investment Partnerships Program for program years 2027–2029.
On development matters, the council approved a reduction of Accelerate National Insurance Company's subdivision bond N0029SU000174 for the Deerfield Estates plan by $761,900, leaving a remaining balance of $244,200, citing an April 2, 2026 letter from LSSE Civil Engineers and Surveyors. Council discussion noted the requested reduction reflected work to raise two manholes; the initial request value was $766,969.98 and the documented difference in value discussed was $5,069.
The council extended the completion period for a residential land development at 2041 Race Lane Road until May 21, 2027; a member announced a recusal on that item and abstained from the vote.
Financial and routine municipal actions approved included acceptance of a police retirement notice (Edward Oleszkiewicz, effective March 30, 2026), a first partial 2026 donation payment of $19,666.07 to the McCandless Franklin Park Ambulance Authority, a second-quarter payment of $101,301.25 to Northland Library, and one-time RAD-fund increases of $2,287.21 and $2,287.52 to the ambulance authority and the public library, respectively.
Public works action included awarding contract 26-R01 for 2026 road maintenance seal coating to Russell Standard Corporation of Mars, Pennsylvania, for $76,579.50, subject to required insurance certificates, performance and payment bonds and solicitor review prior to execution.
The council also approved hiring Corey Fogel as a full-time police officer at $43.73 per hour effective May 1, 2026, pending successful completion of required testing.
