RDC approves $39,000 amendment for Hopewell South surveys and geotechnical testing

The City of Bloomington Redevelopment Commission unanimously approved a first amendment to the Hopewell South preliminary design contract on April 20, adding roughly $39,000 for additional engineering work.
Kendall Kinoi of the Engineering Department told the commission the amendment includes a $20,000 topographic survey to locate off-site utilities and to finalize a replacement water main required by the municipal utility (CBU), and about $19,000 for additional geotechnical exploration related to the 714 South Rogers parcel. Staff said the geotechnical scope will take advantage of borings already planned in adjacent parking areas and will include tests recommended by American Structure Point to better assess structural and pavement needs.
Commissioners questioned timing and whether the StructurePoint deliverable should precede additional expense; staff replied that borings and tests are already scheduled and the additional testing will reduce overall cost compared with returning later for new sampling. Commissioners pressed staff for clearer timing on the StructurePoint report and were told staff expects findings and additional information “soon” and tentatively this spring.
The commission approved Resolution 26-27 by voice vote. Vote recorded as unanimous in the meeting transcript; staff will add the amendment amount to the contract total and proceed with the survey and geotechnical work to inform detention, drainage and structural evaluation for potential reuse of 714 South Rogers.
Next steps: execute amendment, perform topographic and geotechnical work, incorporate findings into Hopewell South design documents and into the StructurePoint evaluation as available.
