Utility board approves multiple contracts and change orders, including pump-monitor upgrades and lining project adjustments

At its April 20 meeting the Utility Service Board approved several contracts and change orders covering plant upgrades, pipe lining and environmental oversight.
Dan Hudson, capital project manager, described change order No. 1 for Toric Engineering on the Blucher Pool Wastewater Treatment Plant PLC and SCADA upgrades. Hudson said workers found an existing conduit that avoids trenching; that change produces a $23,562 savings and sets a revised not-to-exceed amount of $827,857. The board approved the change order and accepted a one-month time extension, clarified in meeting materials as June 26.
Hudson also described a replacement program for MAS monitoring units on five influent pumps at the Dillman influent pump station. After one MAS unit failed, staff recommended replacing units and hiring Xylem technicians for installation; Hudson reported a contract price of $92,981.54 for the work and the board approved the contract.
The board re-approved a revised work agreement with In-Situform Inc. at the same contract price of $294,500 after the contractor requested minor administrative wording changes; legal advised the changes were not substantive and the agreement must be re-signed. Separately, staff presented change order No. 1 for an In-Situform lining project that reduced the contract by $53,100.38 because parts of the project were not required; staff said the savings will be deducted from the final payment. Both the revised agreement and the change order were approved.
Liz Carter, MS4 program coordinator, presented a service agreement with Troy Risk Inc. for environmental management related to the 8th and Fountain detention-pond project. Soil sampling showed elevated arsenic and lead in a small area; Troy Risk will oversee soils management and sampling during construction. The board approved the contract and staff said construction will begin after remaining city-permitting steps are complete.
