Casa Grande council keeps downtown timeline, approves one-year extension for CG Hotel parcel

Rob Aldis, a city staff presenter, told the council Gorman is breaking ground on the Shaughnessy House portion of the project in May and requested moving closing dates and contingency periods to allow the developer to align applications for low‑income housing tax credits. Aldis said the developer originally asked to push all project closings to Dec. 31, 2028, and to set contingency periods to July 31, 2028, but staff proposed a bifurcated approach that would leave the downtown parcel on the current Dec. 31, 2027 timeline while extending the CG Hotel parcel by one year.
The change reflects shifts in the sequence of work—Aldis said Gorman began with what was originally called phase two and asked to drop the phase terminology in favor of project names such as the Cassagrand Hotel project and the downtown project. Council members noted the importance of keeping downtown revitalization on track and asked whether the amendment would lock the city into new timelines. Staff clarified the original agreement already included two six‑month extensions and that the amendment under consideration would extend only the CG Hotel parcel’s outside closing date.
Mayor Fitz Gibbons moved to approve the resolution per staff’s recommendation; the motion passed on a unanimous roll call vote (Council members Ramo, Dugan, Edwards, Huddleston, Herman, Mayor Pro Tem Dylan and Mayor Fitz Gibbons voting yes). Aldis said Gorman was not in attendance but had told staff it was willing to accept the staff‑recommended approach.
Why it matters: the amendment preserves the council’s ability to prioritize and protect the downtown project’s original timetable while giving the developer flexibility on a separate parcel to pursue financing windows for LIHTC and other funding sources. The council’s action does not change the downtown parcel’s deadline and keeps staff-directed oversight in place.
