Staff proposed a 'phase occupied' approach that mixes summer work with piecemeal in‑year shifts and documented numbers for modular needs (10 modular classrooms at Brook Point, eight at Stafford Middle and other allocations). Staff recommended keeping a subset of the division's roughly 60 modular units on northern campuses as contingency while awaiting final enrollment projections from Mr. White; moving units can cost roughly $150,000 per classroom.
A major topic was the county day school, which must vacate Drew Middle because of that building's planned closure or rebuild. Board members strongly preferred keeping the day school program intact rather than splitting students across sites. Options discussed included leasing external space (the Phoenix Center is an example staff already leases), temporarily using modulars without fracturing the program, or slow redistricting and spot moves. "I hate band‑aids and I understand that band‑aids are sometimes necessary," one board member said in a wider plea to find a stable, programmatic solution rather than repeatedly relocating vulnerable students.
