GDDC tells Dubuque City Council about employer leads, site work and workforce projects

White said GDDC made 48 employer visits in the first quarter of 2026 and is working with developers on spec industrial and flex buildings. He said an existing local manufacturer is seeking space for a 150,000‑square‑foot facility and that GDDC expects to find a location in the Dubuque market for that employer.
GDDC worked with city staff to submit a site to the Iowa Economic Development Authority in response to a request for information codenamed “Project Bolt,” White said, describing it as a potential high‑tech automated distribution center. He added that while data centers are a frequent topic, GDDC has seen only limited, smaller projects in the Dubuque area and no imminent hyperscale proposals.
White also described work to increase development‑ready property in the market, including a site certification effort with the Iowa Economic Development Authority and the City of Dubuque to make parcels more competitive for recruitment.
On workforce matters White flagged the loss of Standard Forwarding operations in parts of the local network and said GDDC coordinated with workforce partners to connect affected employees with local firms such as Tucker Freight, Hirschbach Motor Freight and Simon’s Truck Trucking. He said GDDC attended layoff and hiring events to assist displaced workers.
White described GDDC’s outreach to college students and new residents — including career fairs and a planned summer "Talent Dubuque" series — as part of efforts to grow the labor force and retain graduates. He also noted a van‑pool cost‑share arrangement run with ECIA to ease commuting barriers and said the University of Dubuque is using the program to shuttle students to the Dubuque Regional Airport aviation center.
White said GDDC convened stakeholders on a proposed multi‑use community sports complex and is forming a board to guide fundraising, site selection and strategy. He closed by describing Tri‑State collaboration among economic‑development practitioners aimed at engaging site selectors and coordinating advocacy across neighboring states.
Council members thanked GDDC for the update and praised continued partnership; no formal action or vote was taken on the items reported.
