The Town of Babylon Planning Board on April 20 heard a public hearing on a proposed two‑lot minor subdivision at the southeast corner of Williams Avenue and Campbell Street (job HPLN‑772‑49B). Nicole Bland, attorney for the applicant, described the plan to retain an existing dwelling that fronts on Williams and to create a new single‑family home facing Campbell.
Bland told the board the overall parcel is 13,055 square feet, with 105 feet of frontage on Williams and 125 feet on Campbell. She said the proposal requires variances the applicant already obtained in August 2025, including reduced frontage and lot‑area allowances for the two resulting lots and several setback variances for the existing house, which Bland said dates to about 1904.
Why it matters: the application raised a dispute about pedestrian improvements that could add cost to the project and to future homeowners. Bland said the town highway department’s sheets for the project checked only the box for curbing on the new lot; other departmental comments, however, request curbing and sidewalks for both the existing and new lots. Bland told the board she would submit the highway sheets that show only curbing and provided an estimate that installing both curb and sidewalk for roughly 230 feet would add about $33,000 to the job.
Board members queried the existing street conditions and the scope of any required improvements. A member noted that sidewalks exist across Williams on one side of the street but stop at the property line of the existing house; other parts of the block have only curbing. Bland said the neighborhood is mixed in that regard and that highway’s sheets did not check off a sidewalk requirement for the new lot.
There were no members of the public in attendance to speak on the application. The board moved to close the public hearing and reserve decision so staff and members could review departmental comments, exhibits Bland said she uploaded to the project portal, and any additional written comments from the public. The chair said the record will remain open for written comments and provided contact information for the planning department.
The board did not take a final vote on the subdivision; members reserved decision pending further review and any additional submissions.
