Glencoe approves up-to-$225,000 contract for driving-range tee work to meet peak season

The Village Board on April 16 authorized the village manager to execute a contract with Howerin and Yaouch Inc. of Lake Forest for reconstruction of the golf driving-range tee area, not to exceed $225,000, and approved a 50% deposit so the contractor can mobilize promptly.

Stella Nanos, general manager of the Glencoe golf club, explained the project scope expanded after the original $100,000 budget was set; additional drainage, subgrade work, irrigation and increased tee size drove up costs. Two bidders responded to the RFP; the low bidder initially submitted $277,000 and was later able to lower its price by $60,100 through scope adjustments and village staff assistance on spoil removal. Staff identified $28,500 in capital deferrals and scope modifications to offset part of the overage and recommended award at $225,000.

"We recommend executing a contract with the original low bidder for $225,000 and authorizing a 50% deposit so work can begin and the range is operational for peak season," Stella Nanos said. Trustees voted to approve the resolution authorizing the contract and deposit by roll-call vote; all trustees voted yes.

Staff said the extra cost will be covered by project contingency and reallocated capital priorities in the golf capital plan. The project manager will coordinate work to ensure completion in time for the busy season.
