Northwest Hills COG approves minutes and financials, endorses TRIP letters and adopts targeted PWA equipment rate cuts

The Northwest Hills Council of Governments handled routine business and several technical updates at its April 9 meeting.
The board approved the previous meeting minutes by voice vote; the chair recorded the result as unanimous with Burlington listed as abstaining. Members reviewed year-to-date financial statements through February and discussed investment-management practices after noting low CD rates and elevated checking balances; staff said they would revisit cash-management procedures.
On grant support, the board endorsed five TRIP grant support letters and a watershed-management plan endorsement to ensure timely submission to DOT. DOT and COG staff reminded towns that TRIP applications must be finalized for DOT packets and that letters of support can aid project scoring.
The Public Works Equipment collaborative recommended a revised equipment-rate schedule intended to increase utilization of underused assets by lowering rates (notably catch-basin equipment and sewer-sucker/street-sweeper rentals by about 17% where private options depressed use). The board moved and seconded approval of the revised rate schedule; staff said the changes were effective for the fiscal year starting July 1 unless otherwise directed.
Other administrative updates included executive-director reports on zoning-regulation review for compliance with Public Act 25-1, an ARPA-funded regional GIS effort with vendor progress, and scheduling of an executive committee meeting April 24 for budget review.
