Council reviews eight new‑home abatement requests, schedules public hearing Dec. 2

East Grand Forks — Staff presented the annual list of residential new‑construction property tax abatement requests and told the council a public hearing on the matter is scheduled for Dec. 2.
Maggie Broccoli said the program — in place for roughly two decades and reauthorized in 2022 for homes built through calendar year 2026 — currently lists eight properties for the two‑year abatement and the city share for this round is shown in the packet. Four of the properties are already receiving the abatement and four would be added this cycle if approved; one additional property had originally been included but fell out for not meeting program requirements.
Councilmembers asked staff to confirm timing for homes to reach full taxable value and were told that newly built homes sometimes take multiple years (often up to four) to reach full property value and thus may remain in abatement accounting into later years.
The council set no final decision on abatements at the work session; the statutory public hearing will be held Dec. 2 and staff will bring the matter back for council action after public comment as required by statute.
