Reed Hutton told the council the current engineering contract with Woods expires at year end; Woods has proposed carrying forward a rate structure that limits annual increases to 3% and the fee schedule in the packet averaged roughly a 2.94% increase across fee levels.
A Woods representative (Mr. Emry) told the council that Woods has provided unbilled or credited services in 2025, saying, “so far in 2025 we’ve provided about $43,000 and some change in services that we haven't billed for.” Hutton said much project‑specific engineering work is billed to specific projects, and the general engineering line item in the operating budget is $38,000 (about $26,000 spent through October).
Council members noted a prior ad hoc review that concluded contracting engineering services remained preferable to reinstating an in‑house city engineer; staff recommended a one‑year extension to allow time for a possible RFP and to line up a multi‑year contract beginning in 2027 if desired.
The council did not take a final vote on the renewal during the work session; staff will carry the one‑year extension recommendation forward for future action.
