Committee approves continued AECOM work and authorizes BOE to fund long-term Palisades recovery

The ad hoc LA Recovery Committee on April 30 reviewed technical reports from AECOM and approved further payments to continue long-term recovery planning and implementation for the Pacific Palisades rebuild.
Councilwoman Tracy Park, chair of the committee, said the reports provide "a roadmap for a safer, more resilient community" and called for turning recommendations into action. "We are at the point now where it is time for implementation and action," she said during the meeting.
AECOM principal Susan Amberini summarized the firm’s scope — six workstreams including infrastructure restoration, wildfire resilience, traffic and logistics, a digital needs assessment and the city’s long-term recovery plan. The reports, which AECOM said were informed by city departments and community groups, cataloged existing conditions, damage, recommended sequencing of more than 240 projects and potential resilience upgrades.
Bureau of Engineering principal Arson Wkerchan described a "living spreadsheet" the city is using to track responsibilities, 30/60/90-day milestones and an issue-resolution tracker to coordinate departments and working groups. The city has completed a website content refresh and published the AECOM reports; staff said interactive dashboards (project status, 311 service requests, permitting, funding) will follow in the 60-day workstream.
The committee voted to note and file the BOE report, authorize BOE to make further payments to AECOM for additional recovery services up to the $8 million previously authorized, and to include the City Administrative Officer (CLA) in the Palisades Recovery Group. The motion passed on a recorded roll call of the attending members (Park, Rodriguez, McCoscer).
Deputy Mayor Winston and AECOM emphasized that the technical reports are intended to feed both near-term actions and a broader long-term recovery plan that will be released for public comment in mid-May to mid-June, with finalization targeted for midsummer. Staff said the long-term recovery plan is intended to accelerate rebuilding, strengthen community resilience and make projects more competitive for funding.
What happens next: BOE will incorporate community feedback into project sequencing and continue implementation support alongside AECOM; the long-term recovery plan will be transmitted to the council file upon completion and the committee will receive regular updates on implementation progress.
