EFSEC to open SEPA scoping for Cascade Renewable Transmission project May 1

EFSEC staff reported April 15 that the agency finalized a scoping memorandum for the Cascade Renewable Transmission (CRT) project and expects to open the SEPA register May 1, 2026 for a 30-day public scoping and comment period.
Trevin Taylor, SEPA specialist assigned to the CRT project, said EFSEC issued an initial data request and is coordinating responses and clarifications with the applicant. Staff have been notifying and coordinating with state and federal agencies and the U.S. Army Corps of Engineers to align SEPA and NEPA processes where applicable. Tribal outreach has included distributing consultation request letters and scheduling government-to-government consultations; EFSEC is tracking responses and scheduling consultations with tribes.
Staff also reported continued coordination on local appointments to represent affected jurisdictions; appointments have been received for Skamania and Klickitat counties and for the cities of Stevenson, Camas and North Bonneville, with responses still pending from Clark County and the city of Bingen. The Port of Skamania declined to appoint a non-voting council member.
EFSEC said details for the scoping period and associated comment hearings will be posted on the EFSEC project website when available.
