Hermantown council adopts comprehensive plan update and approves contracts, permits and development agreements

The Hermantown City Council approved a seven-chapter update to its comprehensive plan and a package of resolutions including construction contracts, permits and development agreements during its April meeting.
Council voted to adopt the comprehensive plan update prepared with Haulingston Kegler Group Incorporated, which staff described as covering land use, transportation, utilities, housing and implementation steps. Staff said the plan will guide forthcoming zoning-code analysis and possible new zoning sections to reflect mixed-use and light industrial options.
Among the other actions the council approved:
- Resolution 2025-64: recommended approval of a state premises permit for lawful gambling at the Odd Shrine Event Center (motion by Councelor Gistler; roll call recorded in the meeting).
- Resolution 2025-65: awarded a contract to Collins Roofing and Sheet Metal to replace the Hermantown public works building roof and insulation (motion by Councelor Peterson; staff said winter 2022 caused damage and insurance and bids were handled).
- Resolution 2025-67: approved a special use permit for grading and filling within a natural shoreland overlay at 4264 UGD Road to allow an addition with approximately 750 square feet of shoreland impact; staff said the process is required under state DNR shoreland rules.
- Resolution 2025-68: authorized a development agreement with JLG Enterprises of Hermantown LLP for Payton Acres Phase 3, an eight-lot subdivision with an outlot; the agreement covers sidewalks, water, sanitary sewer mains and the roadway, with construction anticipated in 2025 and 2026.
- Resolution 2025-69: accepted an easement from James and Susan Samberg to expand the Hermantown Trail project by an additional 20 feet adjacent to an existing 20-foot easement on Johnson Road.
- Resolution 2025-70: authorized applying for a Greater Minnesota Housing Infrastructure Grant from the Minnesota Housing Finance Agency for up to $325,000 to support a potential housing project on city-owned land; staff said they will use the land value as matching resource and search for additional funds if the project advances.
- Resolution 2025-71: approved a purchase agreement with Hayne Wyn and Joel Parin for a parcel on Johnson Road adjacent to city-owned Morris Thomas property.
Most motions carried on roll calls recorded during the meeting. Staff repeatedly told the public that certain zoning changes under consideration that evening applied to parcels owned by Minnesota Power or the Renfeld Land Company rather than private residences. Several items will proceed to implementation steps managed by planning, engineering and community development staff.
The council recessed after approving the evening's business.
