The Elkhart Board of Public Works authorized an amendment and scope appendix with Baker Tilly Advisory Group LP to provide continued financial-advisory services, including assistance with the city's comprehensive financial plan, assessment of legislative impacts and options to finance construction of a proposed Hively Avenue overpass.
City legal staff confirmed the scope appendix delegates execution authority to corporate counsel once city council approval is secured. Kevin Davis (city legal) summarized the request as routine contract administration and said the memo accompanying the agenda item outlined Baker Tilly's work areas. The board approved both the amendment allowing the controller to execute the agreement and the scope appendix that links Baker Tilly’s work to the overpass financing effort.
Staff described the engagement as intended to ensure the city has professional expertise to evaluate financing alternatives—such as bonds, grants or other vehicles—as the overpass project moves from concept toward design and funding. The agreement also extends advisory support for any emerging financing needs tied to other fiscal initiatives and the legislative session's impacts on municipal revenue.
Board members approved the items by voice vote and reiterated that council-level approvals will be required for financing actions that exceed administrative delegation.
