BET approves $8.18 million interim for Old Greenwich School renovation after roof and contingency amendments

The Board of Estimate and Taxation approved Jan. 20 the BOE5 interim appropriation for the Old Greenwich expansion and renovation project as amended, raising the item from $6,277,940 to $8,177,174.
Miss Ericson told the board the budget committee reviewed the item and reported the project had about $47 million in available funding before this interim and that the interim would bring total project costs to about $54 million. "The project has available funding of approximately 47 million and this interim brings the total cost of the project to about 54 million," she said.
BET members voted first on a $480,393 amendment to expand the scope of roof work; the amendment was approved (roll-call result recorded as 11–1). The board then considered an amendment to increase the owner contingency by $1,418,842 — raising contingency from 7% to 10% — and attached a condition, moved by Mr. Fischer, that partial or full release of the additional contingency be subject to acceptance by the full BET of a report from the Old Greenwich School Building Committee with supporting documentation. The amendment and its condition were approved in the recorded vote on the amendment (11–1 on the condition/amendment). After both amendments, members approved BOE5 as amended by a roll-call vote of 12–0.
The board also approved BOE6, the release of $1,965,000 in conditions on previously appropriated funds for the project, and moved FI4 — the bonding resolution for Old Greenwich — updating the bond amount to the amended total of $8,177,174. Both the release and the bonding resolution were approved unanimously.
Members and presenters said the building committee completed a second round of bidding in mid-December and cited phasing and work in an occupied building as reasons for the higher contingency; two alternates (a roof portion and cornices) were discussed as separate cost items. The building committee circulated a two-page summary to BET members and the committee requested it be entered into the record.
Next steps: contracts may be executed to allow work to begin in April, pending contract awards and the documentation the BET attached to contingency release.
