Lowell City staff presented a master sign plan application for Full Throttle, saying the applicant, Airtime Properties LLC, owns 90 and 100 Indian Walk and the site sits on about 2.99 acres with frontage visible only from I‑85. Staff said the business recently added several franchise brands and “the manufacturers require them to promote all brands on their facade,” which makes the site subject to a master sign plan rather than a standard single‑sign allowance.
The change matters because the city’s sign rules limit signage by frontage; staff told the board the proposed design is recessed and arranged to accommodate multiple brand signs while remaining visible to highway traffic. Because of the number and placement of signs, staff recommended forwarding the application to the City Council for a public hearing under the master sign plan process.
A board member moved to set a public hearing and send the application to Council; the motion was seconded and carried unanimously. The board’s vote sends the master sign plan to Council next week for the public‑hearing step reported by staff.
