Public works panel approves multiple street-maintenance contracts and greenlights chip-seal pilot

The Village of Weston Public Works & Utilities Committee on Tuesday recommended awarding a series of 2026 street-maintenance contracts and approved a pilot chip-seal program intended to preserve pavements at lower cost.
Resident Jim Pel Street opened public comment by asking for clearer explanations of recurring manhole-settlement and pavement-marking failures and saying he opposed a planned roundabout at Alderson and Gelnik and the use of chip seal on village streets. "I would rather see these funds be dedicated and put toward a more robust solution such as an overlay," he said.
In the staff presentation, Michael said the village retains a portion of contractor payments and enforces warranty periods to compel repairs on problems such as low-set manholes and wearing pavement markings. "That’s why we carry retainage on projects," he told the committee, adding that staff will follow up with contractors in spring to complete punch-list work and that some projects remain partially unpaid until corrections are made.
On the bids, the committee recommended the following awards and approvals to be forwarded to the village board: - Crack-seal project: recommend awarding to Farner Asphalt, including mastic add-ons for Scoffield Avenue and Ross Avenue (packet total listed as $90,981). The committee approved the recommendation by voice vote. - Gilsonite pavement rejuvenator: recommend awarding to Farner Asphalt (packet line item $73,942.95); committee approved by voice vote. - Chip-seal pilot: staff recommended a double chip-seal with a black chip and a fog seal on top to reduce aggregate loss; Farner was the low bidder and the committee approved recommending award (bid total recorded in the packet; transcript numeric formatting was unclear). - Asphalt overlay: recommend awarding the 2026 asphalt overlay project (Willard Lane and alternate) to RC Pavers (packet total presented as $262,945); committee approved the recommendation. - Scoffield Avenue concrete repairs: recommend awarding the full-depth concrete joint and spot curb/gutter work to Norcon Corporation based on unit prices (estimated packet total ~$26,312); committee approved.
Michael told the committee the 2026 street-maintenance program is largely covered by a $900,000 budget (approximately $600,000 operating, $300,000 capital) and that roughly $847,000 of that total is accounted for in the presented bid awards, leaving about $53,000 in contingency.
The committee approved each recommendation by voice vote and will forward them to the village board for final action. The staff presentation also flagged that some painting and striping work showed poor winter durability; staff said weather and late-season paving limit what can be completed until spring.
Next procedural steps: the recommended contract awards will be placed on the village board agenda for final approval; staff said they will continue to hold retainage and follow up with contractors to complete punch-list items before full payment.
