Board approves $674,929.50 pay application for Highlands Athletic Complex at Tower Park

The Fort Thomas Independent Board of Education approved Pay Application No. 19 to Morell Construction Company for $674,929.50 for work on the Highlands Athletic Complex at Tower Park after a project update from the district's project lead.
The project lead (introduced to the board as Mr. Neert) said the main building is substantially complete with remaining items such as final control relays, doors and punch-list items still being resolved. He noted a storage building remains under construction and some commissioning work is ongoing.
"We have some punch list items to complete and a couple of commissioning issues," Mr. Neert said, and staff warned that recent snow could cause minor delays.
During the motion to approve the pay application, one board member voiced opposition; the motion carried. Staff explained that a large portion of the payment represented a release of retained funds as the project reaches closing stages.
Why it matters: Pay applications authorize the next contractor payment and often include the release of retainage as projects near completion. The decision moves the Tower Park complex closer to full public use while staff finish remaining items on the punch list.
Project status and next steps: District staff advised the board to expect remaining commissioning and door installation in the coming weeks. Track season and other spring athletics were mentioned as stakeholders who will soon begin using the facilities.
