Sunbury to expand spring clean‑up to monthlong voucher system; staff looks into text‑to‑pay vendor issues
Summary
Council heard staff describe a monthlong May voucher system for spring clean‑up (one voucher issued at a time with ID verification), a plan to limit daily redemptions, and an investigation into a change in the city's text‑to‑pay parking vendor so transaction records can be reconciled.

City staff told the Sunbury City Council they will convert the traditional multi‑day spring clean‑up to a month‑long voucher program in May to reduce interdepartmental labor costs and better manage transfer‑station flow.
"It's happening for the month of May," the staff member said, explaining vouchers will be available at the code office and the municipal authority, redeemable Tuesdays through Fridays; residents must verify address and identification when collecting a voucher. Staff said vouchers are issued "one at a time" and are renewable if additional trips are needed, and the program will limit daily redemptions so the transfer station is not overwhelmed.
Parameters from previous clean‑ups remain in place: no household trash, no large freon appliances and no tires. Staff said the change responds to a significant decline in tonnage delivered to the transfer station that made the older approach less cost‑effective.
Separately, staff reported issues with the city's text‑to‑pay parking vendor: a prior subscription/merchant relationship expired and the city has not been given details about the new vendor chain. Staff is tracing the vendor path so it can recover transaction records and reconcile receipts.
Council did not take formal action during the work session; staff said operational details (daily limits, voucher pickup hours and verification) will be finalized before the May rollout.
