Paving plans, Pioneer Complete Streets and a new public pool among Los Banos infrastructure priorities

Los Banos leaders used the State of the City address to lay out capital projects for streets, parks and trails and to announce plans to pursue a public aquatics facility.
Public Works Director William Vai said Phase 1 street rehabilitation (including West I Street from Pacheco Boulevard to Arizona) is out to bid, Phase 2 (Ortigalita Boulevard) is in design and the city plans rehabilitation or repaving for about 32 lane-miles over the next three years. Vai described the Pioneer Streets Complete Streets project — intended to link the west side of town from the college through retail corridors and ultimately to Ward Road — with full build-out forecasted for 2042.
"This is one of the big major projects that we're working on when it comes to transportation…Full build out for this is 2042," Vai said, noting early-phase work and utility coordination such as PG&E connections for traffic signals.
Parks and Recreation leaders reported two new parks (Sunrise Ranch and Shaughnessy Village), nine pickleball courts nearing completion and a $440,000 First 5 Merced County grant used to add playground shade at multiple sites. Council Member Mitzi Perez and Parks Director Joe Heim said 21 of 38 playgrounds have been replaced or upgraded since 2018 and that officials plan to design a public pool this year and pursue funding.
"It's time to bring that back for our residents," Mayor Michael Amabile said of a public pool, urging staff to find funds and start the design work.
What happens next: Public Works will proceed with bids and design work; the city will advance Pioneer corridor phases and move forward with planning for an aquatics facility.
