The Senate Taxes Committee on April 14 adopted amendments to Senate File 3900 and recommended the measure be referred to the Finance Committee.
Senate members voted to adopt an author's amendment (A7) that the sponsor said replaces prior language and requires commissioners to assess grant-related risk using objective criteria. The chair described the change as clarifying "what an obligation would be of a commissioner with regard to assessing risk" and requiring action only when objective criteria are met.
The committee also adopted a second amendment (A9) narrowing a provision related to the state lottery. As the sponsor explained, the A9 amendment restricts the bill's scope to tickets that are "actually lost or stolen and also cash that the lottery was also forgiving," limiting retailer liability to small amounts and excluding broader categories previously drafted. The committee approved the amendment on a voice vote.
