Winona seeks looser language on $5M riverfront trail appropriation to improve buildability

A remote city official (identified in the record as Chad) and a local representative (recorded as 'Miss Book') told the committee the rewrite increases the likelihood the city can extend trail segments and complete more trail with the existing allocation.
"With our work with the DNR, we are suggesting this language change to allow more flexibility connecting these parks," the city representative said in testimony. Committee members asked follow-up questions; the meeting record shows the bill was held over for possible inclusion.
