Aransas County OKs tax rebates under Chapter 381 after developer compliance reports

Pearl Point LLC and ProPoint Phase 1 LLC reported to the Aransas County Commissioners on April 13 that they were in compliance with the terms of their Chapter 381 economic development agreements, and the court approved the related tax-rebate payments.
Mark War, identifying himself as a co-manager of Pearl Point LLC, told the court Pearl Point built 480 rental apartments across two phases, met construction timelines and paid ad valorem taxes on time. "We constructed a total of 480 rental apartments at Pearl Point," War said, and described nearly $22 million spent on infrastructure, paving, landscaping and other site work.
Austin Wood, representing ProPoint Phase 1 LLC, confirmed his firm has been the owner-operator since July 2022 and said ProPoint met the agreement's employment and procurement expectations. "We currently have four of four" employees who reside in Aransas County, Wood said, describing on-site positions including an on-site leasing manager and service manager.
The court moved and unanimously approved acceptance of Pearl Point's annual report and the payment authorization for ProPoint. The order authorized a rebate payment of $21,028.21 for 2025 taxes as specified by the Chapter 381 agreement; the clerk recorded unanimous "Aye" votes from Commissioner Cheney, Commissioner Casterline, Commissioner Russo, Commissioner Dupnik and Judge Garza.
Why it matters: Chapter 381 agreements allow Texas counties to rebate a portion of property taxes for projects that the county determines spur economic development. County commissioners said the paperwork and on-site hiring requirements are part of the compliance review that triggers the rebate.
