Board reviews playground-use policy, surveillance rules and other policy updates

The Green Bay Area Public School District Board reviewed multiple policy updates and new policies at its April 13 work session, including proposed rules for recreational use of district playgrounds, changes to electronic surveillance policy, and codifying recycling practices.
Policy 734 (recreational use of district playgrounds) was presented to address damage from scooters and other vehicles on specialized turf and equipment. Staff and board members discussed enforcement options; presenters said the policy would allow the district to prohibit certain uses and, if necessary, seek trespass/no-trespass orders to address repeated misuse. The policy includes exceptions for mobility devices used by individuals with disabilities as defined by the ADA; board members asked staff to clarify language to avoid requiring proof of a disability for access.
Policy 824 (electronic surveillance/monitoring technology) was revised to align with Family Privacy Compliance Office guidance. Where previously the district had restricted parental access to footage that could not be redacted, current guidance allows parents or impacted students to view unblurred video under limited circumstances; the district proposed removing older restrictive language while noting parents cannot copy or record video during viewing.
Other policy items discussed included a new waste management and recycling policy to codify current practices, and a proposed change to posting requirements (Policy 171.1) to stop newspaper posting for notices that are not class-one legal notices and instead use three public-place postings plus the district website. The board also heard that a memo recommending a pause on administrator tuition reimbursement for 2026–27 would be presented for formal action.
A number of minor policy updates and cross-reference changes across the 600 and 700 series (fiscal management and support services) were also reviewed and described as non-substantive formatting and cross-reference updates.
Next steps: Staff will refine policy language where requested (for example the playground mobility-device exceptions) and bring formal recommendations or memos where a policy change requires board action.
