Planning commission recommends annexation of 107.87‑acre parcel adjacent to Victory Logistics District

Alisa Johansson, senior planner for the City of Fernley, told commissioners the petition seeks voluntary annexation of APN 021‑031‑13, a 107.87‑acre Lyon County island parcel abutting the Victory Logistics District and Interstate 80. Johansson said the property is contiguous with the city and “because all the findings can be met, we do recommend approval for this annexation request.”
Staff presented a zoning conversion on annexation from Lyon County’s RR5 to Fernley’s GR20 (general rural 20‑acre minimum) and said existing and planned water and sewer service would be available at the parcel’s southeast corner as part of Victory Logistics District improvements. A staff‑supplied fiscal analysis limited to the post‑annexation zoning scenario showed a net positive impact to the city, the presentation said.
Commissioners asked about future uses and infrastructure. Commissioner Robert Flores asked whether references to power infrastructure meant a power plant, saying, “does that mean that they're going to be building a power plant there eventually?” Staff answered that the annexation review focuses only on the annexation itself and that any future infrastructure proposals would require separate discretionary entitlements and public hearings.
A planning‑consultant representative noted access and utilities would come from the south and that, while energy infrastructure such as a substation has been discussed with NV Energy, “anything would need to go back through a conditional use permit,” the consultant said. The presentation also emphasized that annexation would eliminate an existing county island and improve efficiency of service delivery by placing the parcel under city infrastructure responsibilities.
Commissioner Vanderhiden moved to recommend council approve Bill 372 (ANX250001) and the annexation petition; the motion passed by voice vote 7–0. The commission’s action forwards the annexation to the Fernley City Council, which will make the final decision and will receive notice to Lyon County before the council hearing.
