Purchasing Committee opens janitorial and landscaping bids, delays awards for review

The Rutherford County Purchasing Committee on April 14 opened competitive bids for janitorial services and for landscaping and grounds maintenance and voted to take both packages "under advisement" for further review.
Committee members and staff outlined how the janitorial RFP was split into two property lists: property list one covering the downtown Murfreesboro core (including the James K. Polk Building and nearby county facilities) and property list two covering outlying county buildings such as archives, the armory, juvenile detention and the maintenance shop. Staff confirmed bidders may submit proposals for either list or both lists.
Bidders named during the session included Premier Building Maintenance Corporation, R&B Building Maintenance, Jowers Cleaning Service, Flowers Cleaning, and Young and Sons (janitorial); All Seasons, Prestige Lawn Care, Planning Leaders LLC and Carter Farms (landscaping). Paws was removed from the janitorial bid package at the vendor’s request because its floor requires unique, vendor-supplied cleaning agents.
Rather than award contracts at the meeting, a committee member recommended taking the submissions under advisement so staff can confirm each proposal meets specifications and staffing requirements. The committee approved the motion by voice vote and directed staff to return with a recommendation at the next purchasing meeting.
Members also asked staff to compile the bids into a single spreadsheet to make comparisons easier. A commissioner said a consolidated spreadsheet — with prices and which services are included — would speed review and reduce time spent opening physical booklets at meetings.
Separately, the landscaping RFP was divided into three property lists: county buildings (central/downtown), fire and EMS/public-safety buildings, and courthouse/other central sites. Commissioners discussed whether volunteer or city fire departments historically handled their own grounds maintenance and asked staff to consider whether fire/EMS departments could resume cutting their own yards for some locations; staff noted current contracts expire June 30, giving roughly 30 days to research that option before an award decision.
A personnel note: commissioners congratulated Rob Shoe on his announced retirement effective May 1 and acknowledged that Steven is slated to succeed him as assistant director.
Next steps: the committee will revisit the janitorial and landscaping bids at the May 12 purchasing meeting (the committee voted to begin that meeting at 3:30 p.m. to allow time before a 5:30 p.m. budget session). Staff was asked to bring a bid comparison spreadsheet and any recommendations for whether parts of the landscaping scope could be returned to local fire/EMS units.
