The Acton Select Board on March 16 authorized the town manager to negotiate a Tax Increment Financing (TIF) framework for a potential expansion by Insulet Corporation at Nagog Park and to return to the board with terms for a Town Meeting article.
Town manager John said Insulet is pursuing acquisition of a parcel in Nagog Park and that a TIF—similar to an arrangement the town used in 2017—could incentivize the company to invest here while returning incremental tax revenue to the commercial tax base after the TIF period. "We'd like if they're going to grow, we'd like them to grow here in town," John said.
Board members spoke in favor of negotiations, while cautioning that the town should preserve firm negotiating limits. Jim pressed the manager to maintain a clear bottom line during talks; the manager responded that the town’s options are limited mainly to exempting a percentage of incremental taxes and that he would negotiate within those bounds. David and Fran said they supported pursuing a deal to keep jobs and broaden the commercial tax base.
Public commenter Jeff Simes asked whether Insulet was threatening to leave; John said no such demand had been made and clarified the parcel under consideration (35 Nagog). Board members and the manager referenced a prior TIF structure that phased increment reductions over 20 years as one model the town might consider but said terms could differ.
David moved and the board approved a motion asking the town manager to negotiate a TIF agreement and report back, by voice vote. The board said any final TIF would be placed on the Town Meeting warrant for voter approval.
Next steps: the town manager will negotiate terms with Insulet, prepare recommended warrant language if a deal is achievable and report back to the Select Board for final review and a potential Town Meeting article.
