Athens City Council members spent the bulk of April 13’s committee session debating proposed revisions to Council Rule 28 that would allow committee meetings to forward items to full council by default unless a committee majority objects.
Under the draft language read at the meeting, the default would be to move an item to full council unless an objection receives a majority vote of the committee. Several members warned that the draft contains unclear phrasing and typographical errors and questioned whether a 2–2 split in a four-member committee should allow an item to advance.
"I have a great deal of difficulty with two two moving something forward because that is not a majority," Member Swank said, urging that advancing items should require a majority (50% plus one). Member Thomas and others countered that forwarding an item for fuller council discussion is different from passing legislation and argued a lower threshold encourages timely consideration rather than letting items languish in committee.
Council members repeatedly requested legal context. Because the law director was not present, the council voted to invite the law director to a future committee meeting for clarification. The motion to invite the law director carried by voice vote; the chair recorded six members in favor and no recorded opposition.
Council members also noted practical drafting fixes (for example, the draft's "31" typo) and asked that language cover tie scenarios, absent members and recusals. The committee deferred further action on Rule 28 until the law director can attend.
The council did not adopt the proposed text at the meeting; the item will return for further committee consideration with the law director present.
