The Norwalk Common Council voted unanimously April 14 to adopt the city’s FY 2026–27 capital budget, approving a motion to reduce the Lockwood Mansion code-and-repairs line from $1.5 million to $1.25 million and setting the total capital plan at $67,850,999.
Council members and staff described a multi-stage review process that included department requests, planning commission and Board of Estimate and Taxation consideration. Sponsors highlighted roughly $6 million for paving; nearly $1 million for new sidewalks; investments in parks and Calf Pasture projects; public safety upgrades funded partly from prior bond contingency; and smaller allocations for school facility work and cultural amenities.
Proponents said the amendment reflected deliberations in committee and public testimony and was not intended as a rebuke to preservation priorities. “This is not a punishment,” one council member said when proposing the reduction; other members praised staff for developing a multi‑year capital plan that improved predictability for financing decisions.
Finance staff and council members noted the process included reviews designed to protect the city’s AAA bond rating and balance competing priorities under constrained fiscal conditions. The council called for continued oversight of project delivery and thanked city finance staff for presenting a multi-year capital plan.
The council adopted the budget as amended by unanimous hand vote. The resolution includes follow-up and implementation by the finance department and the relevant project managers.
