Planner Leo told the ordinance‑revisions committee that proposed edits to chapter 55 simply enumerate the conditions that trigger county review by the Washtenaw County Water Resources Commissioner (WCWRC). The draft language would require WCWRC review when a site is county‑owned, contains county‑owned storm infrastructure, has easements dedicated to WCWRC, or when the Public Services Area administrator formally defers review.
Staff said the change was requested by the systems‑planning unit to remove ambiguous language that previously said review applied to sites "in the jurisdiction of the county." Commissioner Norton and others agreed the proposed list makes the delegation clearer while preserving an option to defer complex cases to county expertise.
Planner Leo said systems planning wrote the list and the edits could be incorporated before the scheduled public hearing on March 3. The committee took no formal vote at the committee meeting and invited any minor drafting suggestions before the hearing.
